Mental Health and learning disability services remain a key priority for the NHS

SHP has a strong track record in the specialist field of mental health and learning disability planning through being involved in numerous related service, capital and estates projects. A recent example is a project which is currently reshaping mental health services across Shropshire. This project will culminate in a replacement for Shelton Hospital in Shrewsbury.

Shelton Hospital is the last Victorian ‘asylum’ remaining in the country and plans for its redevelopment have been in the pipeline for over 40 years. The key driver for the scheme is a commitment to ensuring future services are fit for purpose and are presented in modern therapeutic facilities supported by a shift towards community care and breaking down the traditional service boundaries.

SHP recognises that the service agenda is not simply about environments it is about understanding the context, the service changes, new models of care and their impact on patients and staff.
Strategic Healthcare Planning has been working with the Trust throughout the process from the initial planning of the project, which included scoping the work involved and setting up an agreed project structure. SHP facilitated the service review and modernisation of the model of care process by working closely with the clinical teams and within a very tight timescale. SHP has continued to be integral to the Trust’s team through the 1:500 and 1:200 planning stages, advising on facility requirements and maintaining enthusiasm from service users. We are now working beyond the appointment of the P21 partner and into the 1:50 design process. SHP is also working closely with the Trust in developing the outline business case to support the model of care changes and the resulting development of Shelton Hospital.

The project has faced many challenges not least of which is the difficulties surrounding developing new facilities in a very ‘green’ yet constrained site, involving both land purchase and land disposal, including a Grade II listed building. SHP has worked with the Trust, the Design Team and the recently appointed P21 partner (BAM) in order to realise a physical solution which is the best fit for service delivery and not simply the best compromise on a difficult site.
