The largest PPP Hospital in the European Sector

SHP supported Rönesans in developing their portfolio of major healthcare projects as part of the Turkish Ministry of Health’s Public Private Partnership (PPP) initiative. The Başakşehir Çam & Sakura Hospital is the largest PPP Hospital in the European Sector and comprises seven speciality hospitals integrated into a single medical campus together with an adjacent Rehabilitation Hospital.

This PPP scheme involved the design, construction, financing and operation of the health campus, as well as the supply of facilities and equipment. The health campus with an investment period of 3 years and operation period of 25 years, is scoped to serve 100,000 visitors per day with its 10,000 employees.

The new 2682 bed facility has been constructed on a building plot of approximately 1 million m². The integrated campus, as a whole is made up of a 443 bedded General Hospital, a 451 bedded Paediatric Hospital, a 359 bedded Oncology Hospital, a 451 Women’s Hospital, a 347 bedded Neurology & Orthopaedic Hospital, a 303 bedded Cardiovascular Hospital, a 200 bedded Rehabilitation Hospital along with a 128 bedded self contained Psychiatric Hospital based upon the principles developed by SHP as part of the Turkish National Mental Health Programme.

The site topography was extremely challenging and is split into two areas separated by a road and metro line and is located within a scale-one seismic area.

SHP Roles and Responsibilities

SHP’s is supporting Rönesans and it’s team to review the MoH requirements (Schedules of Accommodation) and to propose evidenced based refinements, which address international best practice, missing functionality and evidence based standardisation and rationalisation. Detailed method statements and functional content for the outsourced Facilities Management and Clinical services were also required. SHP gave support liaising with the Ministry of Health to achieve endorsement of the refined Schedule of Accommodation, and also assisted Rönesans in the selection of an Architectural team of international stature. Throughout the concept design stage, SHP provided guidance and feedback to the Design Team.
